In der Nacht vom 9. Auf 10. April hielt der Gegner im Allgemeinen die mündliche Vereinbarung über Waffenstillstand entlang der Kontaktlinie zwischen den Streitkräften der Berg-Karabach Republik und Aserbaidschan ein. Die Ausnahme bildete die vorderste Frontlinie in der nördlichen Richtung, wo 82 Millimeter-Mörser (2 Geschosse) und 122 Millimeter-Haubitze D-30 (2 Geschosse) angewandt wurden.

Die vorderste Abteilungen der Verteidigungsarmee der Berg-Karabach Republik setzen fort, erfolgreich alle vor ihnen gestellte Aufgaben zu erfüllen.

Frauen an die Front. Die armenische Regierung mobilisiert Freiwillige für einen militärischen Einsatz gegen Aserbaidschan. Der Konflikt könnte erneut eskalieren.

EREWAN taz | „Frauen sind die besten Scharfschützen. Ich werde das noch beweisen“, sagt die 26-jährige armenische Studentin Tatevik Galojan und robbt auf dem Boden weiter nach vorne. Die junge Architektin lernt, wie man schießt, Granaten wirft und sich dabei selbst vor Angriffen schützt. Sie ist eine von etwa 170 Freiwilligen im Alter von 18 bis 30 Jahren, die seit mehr als einer Woche an militärischen Vorbereitungskursen in der armenischen Hauptstadt Eriwan teilnehmen.
Die Mehrheit dieser Freiwilligen sind Frauen – es ist ein Experiment für das kleine Land, in dem nur knapp drei Millionen Menschen leben. „Auch die Frauen müssen dienen“, sagt Vova Vardanov, der die Ausbildung der Freiwilligen leitet und die Frauen täglich trainiert. Ein Grund dafür sei die sehr negative Bevölkerungsentwicklung Armeniens.

Vardanov, ein 50-jähriger Veteran des Berg-Karabach-Kriegs, schlägt vor, ähnliche Modelle wie in der Schweiz und Israel auch in Armenien einzuführen. Dann wären Männer und Frauen zum Militärdienst verpflichtet. Doch im Verteidigungsministerium will bislang niemand etwas davon hören. Der zweijährige Wehrdienst ist derzeit nur für Männer Pflicht.
„Wir müssen uns eingestehen, dass Aserbaidschan über eine wesentlich modernere Militärtechnik verfügt als Armenien. Wir haben nur das, was von der verrotteten Sowjetarmee übrig geblieben ist“, sagt Vardanov. Reformen seien dringend notwendig.

Immer wieder Schusswechsel
In Berg-Karabach selbst ist die Lage auch nach dem Waffenstillstand vom Dienstag letzter Woche weiter angespannt. Immer wieder kommt es zu Schießereien. Der Politikwissenschaftler Hrant Melik-Schahnasarjan ist pessimistisch. Er fürchtet einen neuen Ausbruch von Feindseligkeiten, die sogar noch heftiger sein könnten. „Es gibt keinen internationalen Druck auf Präsident Ilham Alijew. Das hat er verstanden und wird weiter versuchen, seine Machtposition in Aserbaidschan durch eine Eskalation zu stärken“, sagt Melik-Schahnasarjan.
Weil der Preise für Öl sinkt, das wichtigste Exportgut Aserbaidschans, herrscht in dem Land eine Wirtschaftskrise. Krieg in Berg-Karabach sei Alijews einziges Mittel, um das Entstehen einer Protestbewegung im eigenen Land zu verhindern, meint Melik-Schahnasarjan. Außerdem könne Alijew so seine korrupten Geschäfte weiter betreiben.
Für den Politikwissenschaftler ist es nicht ausgeschlossen, dass Baku seinen Angriffsplan mit Moskau koordiniert hat. Er ist deshalb enttäuscht von Russland, das eigentlich ein Partner Armeniens ist. Das Land ist Mitglied in der von Russland dominierten Organisation des Vertrags über kollektive Sicherheit (OVKH).
Die einzige russische Militärbasis im Südkaukasus befindet sich im armenischen Gjumri, wo etwa 5.000 Soldaten stationiert sind. Zwischen beiden Ländern bestehen bilaterale Verteidigungsverträge. Armenien ist zudem Mitglied in der von Wladimir Putin gegründeten Eurasischen Wirtschaftsunion (EAWU).

Russische Waffen für Aserbaidschan
Russlands Vizeministerpräsident Dmitri Rogosin, der für die Militärindustrie Russlands zuständig ist, erklärte unlängst in Baku, Russland werde auch weiterhin Waffen an Aserbaidschan liefern. In Armenien wird das stark kritisiert. Russland wolle seinen Einfluss in Aserbaidschan wiederherstellen und tue das auf Kosten Armeniens, sagt Melik-Schahnasarjan. Er spricht davon, dass sich Armenien aus der EAWU zurückzuziehen könnte.
„Auf der Tagesordnung stehen nun militärische Aktivitäten. Und Armenien sollte seine Beziehungen zu Russland überprüfen“, sagt Tevan Poghosjan. Der oppositionelle Abgeordnete im Parlament von Eriwan, der aus Berg-Karabach stammt, ist sicher: Russland riskiert seine Partnerschaft mit Armenien, hat aber keine Chance, Aserbaidschan als Partner wiederzugewinnen.
In der Geschichte des Berg-Karabach-Konflikts war stets die Türkei der wichtigste Verbündete Aserbaidschans. Die Ideologie (eine Nation – zwei Staaten) hat in den beiden turksprachigen Ländern, Aserbaidschan und der Türkei, immer noch eine große Bedeutung.
Die Regierung von Berg-Karabach appelliert unterdessen an die Armenier in aller Welt. In fünf Tagen haben sie 3,5 Millionen Euro überwiesen, damit die Armee von Berg-Karabach moderne Waffen kaufen kann. Auch Tevan Poghosjan setzt auf die weitere Aufrüstung Berg-Karabachs. Er hofft auf Geld aus dem Mutterland Armenien und der weltweiten Diaspora. „Wenn du Frieden willst, rüste zum Krieg“, sagt er.

Am 8. April,  in Übereinstimmung mit der am Vorabend erzielten Vereinbarung, durch die Vermittlung des Internationalen Komitees vom Roten Kreuz und der Feldassistenten vom Persönlichen Beauftragten des Amtierenden OSZE-Vorsitzenden begannen die Suchen nach den Körpern der Gefallenen und als Folge wurden die Körper der Armeeangehörigen der Verteidigungsarmee der Berg-Karabach Republik des Untergefreiter Robert Abadschjan (geb. 1996) und des Soldat Andranik Sohrabjan (geb. 1996) gefunden.

Im Laufe des Aufsuchens wurde die mündliche Vereinbarung über den Waffenstillstand eingehalten.

In der Nacht von 6. auf 8 April verletzte der Gegner die mündliche Vereinbarung über Waffenstillstand entlang der ganzen Kontaktlinie zwischen den Streitkräften der Berg-Karabach Republik und Aserbaidschan, indem die Waffen verschiedener Kaliber (mehr als 2000), sowie  60-Millimeter-Mörser (2 Geschosse) anwandte. In nördlicher Richtung (Talisch) der Kontaktlinie wurden die intensivsten Verletzungen des Waffenstillstands aufgezeichnet. Dabei wurde der Auftragnehmer Gratsch Muradjan (geb. 1983) tödlich verletzt.  
An einem anderen Abschnitt der Kontaktlinie, in der nordöstlichen Richtung, unter noch nicht genau ermittelten Umständen wurde der Soldat Geworg Mgdesjan (geb. 1996) tödlich verletzt.   
Für die Sachverhaltsaufklärung führt man die Untersuchung. Die Verteidigungsministerium der Berg-Karabach Republik teilt die Trauer und äussert tiefes Mitgefühl für die Familien, Verwandten und Kollegen der Gefallenen.

Der Analyst Hovhannes Vardanyan hat zuverlässige Angaben daran, dass vor 3 Tagen durch mehrere spezielle Flugzeuge aus Aserbaidschan in die Türkei die Leichen von den während der aserbaidschanisch-karabachischen Kämpfe vom 2-5 April gefallenen Soldaten der türkischen Spezialeinheiten, Vertreter der terroristischen Organisationen, insbesondere ISIS und "Graue Wölfe"transportiert wurden.


"Anfang April nahmen sie an einer großangelegten Aggression Aserbaidschans gegen Berg-Karabach,  und wurden von den Abteilungen der Verteidigungskräfte der Berg-Karabach Republik vernichtet" - sagte der Analyst.

Er fügte hinzu, dass diese Information teilten mit ihm kompetente Quellen in den zentralasiatischen Ländern.

Israel Intends to Send More Drones to Azerbaijan in Coming Days, Meretz Chairwoman Claims
In letter to defense minister, Galon demands Israel halt delivery until Azeris pledge not to use Israeli arms against Armenian forces in Nagorno-Karabakh.
Israel intends to deliver more drones to the Azeri army in the coming days, according to a letter sent to Defense Minister Moshe Ya’alon by Meretz chairwoman Zehava Galon.

In the letter, Galon demanded that Ya’alon put a stop to the delivery of Israeli drones to Azerbaijan, which is fighting against Armenia in the breakaway Nagorno-Karabakh region, until it receives an absolute commitment that its army will not use Israeli armaments against Armenian forces.

“As you know, Armenia and Azerbaijan are both friendly to Israel, and it is inconceivable that Israeli weapons be used in a war between the two countries over the Nagorno-Karabakh region,” wrote Galon.
The Meretz chairperson added in her letter that both sides have repeatedly violated the laws of war during the battles. “It is Israel’s obligation to ensure that weapons it manufactures do not contribute to igniting the land which is burning anyway, and not to take part in attacks by either side,” Galon stressed to Ya’alon.
Galon noted that according to what she knows, Israel already supplied the Azeri army some “suicide” Harop drones manufactured by Israel Aircraft Industries, like the one seen in a video from the battlefield published a few days ago. She added that according to information in her hands, Israel is expected to deliver additional drones to the Azeris. An Armenian Defense Ministry spokesman asserted that one of the drones seen in the video crashed into a bus and killed seven “Armenian volunteers” en route to the battlefield.
“Israel is a major arms supplier to Azerbaijan, and the states signed deals worth some $5 billion in recent years according to reports,” remarked Galon. “It’s our obligation to ensure that this weaponry not be turned on countries friendly to us, and certainly not against civilians. Because there is a serious fear that laws of war were violated with Israeli weapons. I ask that you order the halting of additional drone supplies to Azerbaijan until a commitment is obtained not to use them in battles in Nagorno-Karabah.”
Haaretz revealed on Sunday that the Armenian ambassador in Cairo, who also serves as ambassador to Israel, visited Jerusalem last week to sharply protest to senior Foreign Ministry officials about the suicide drone incident and Israeli arms supplies to Azerbaijan in general. The ambassador stressed his country expect Israel not to supply Azerbaijan with arms for use against Armenia.
The defense minister's bureau said that they have received the letter, but added they have no further comment.
Still, Armenia’s deputy defense minister, David Tonoyan, told Radio Liberty that Israel has offered to sell Armenia the same arms it sells Azerbaijan, stressing suicide drones. He said Armenia rejected the offer because it had no need for such arms.
Clashes renewed in Nagorno-Karabakh, an Armenian enclave inside Azerbaijan that declared independence in 1991, comprising the worst round of violence since the end of the Nagorno-Karabakh War in 1994. The Azeri army asserted 12 soldiers and over 100 Armenian soldiers were killed in the fighting. Armenia said it inflicted heavy losses on the Azeris without giving exact numbers.

Während des Tages am 11. April wurde entlang der Kontaktlinie zwischen den Streitkräften der Berg-Karabach Republik und Aserbaidschan die mündliche Vereinbarung über Waffenstillstand, doch mit einigen Aussnahmen, aber im Allgemeinen eingehalten. Insbesondere um 11:40 (Ortzeit) wandten aserbaidschanische Streitkräfte in der nordöstlichen Richtung der vordersten Frontlinie (Martakert) Maschine-automatische Granatwerfer AGS-17 an, indem sie auf armenische Positionen 10 Mal schiessen. Um etwa 18:45 Uhr wurde die Vereinbarung über Waffenstillstand auch in der Tschailu-Mataghis Richtung verletzt, wo der Gegner 60 Millimeter Mörser (3 Geschosse) verwendete. In der gleichen Zeitspanne, laut den Angaben des Geheimdienstes der Verteidigungsarmee der Berg-Karabach Republik, wurde in einigen durch Aserbaidschan kontrollierten Gebieten die Umschichtung der gegnerischen Truppen festgelegt.

Die karabachische Abteilungen, die sich an der vordersten Frontlinie befinden, beobachten die Entwicklungen und erfolgreich erfüllen alle vor ihnen stehenden Aufgaben.

BERGKARABACH: Kämpfe in der Bergsträßer Partnerregion. Landrat zeigt sich besorgt

BERGSTRASSE. In der Bergsträßer Partnerregion Bergkarabach wird scharf geschossen: Der Nachbarstaat Aserbaidschan beansprucht das größtenteils von Armeniern bewohnte Gebiet für sich und gerät dadurch in Konflikt mit dem armenischen Militär, dass sich als Schutzmacht der international nicht anerkannten Republik versteht. Berichten zufolge wurden bei Kämpfen in den vergangenen Tagen über 30 Menschen getötet.
Landrat Christian Engelhardt (CDU) beobachtet diese Entwicklung mit Sorge, wie er dem Bergsträßer Anzeiger mitteilte. "Die schlechte Erreichbarkeit - ohne Anbindung zum Meer sowie dem aus politischen Gründen geschlossenen einzigen Flughafen der Republik zeigt, mit welchen Hürden die 145 000 Bergkarabacher gegenüber den großen Nachbarn anzukämpfen haben", beschreibt er die Lage in der kaukasischen Region. Sie leide unter der politischen und wirtschaftlichen Isolation, für deren Lösung die Beteiligten auf die Hilfe der internationalen Gemeinschaft hofften.
Religion spielt eine Rolle
Engelhardts Ansicht nach spielt Religion eine wichtige Rolle in dem Konflikt: "Während sich Armenien und Bergkarabach zu ihrem urchristlichen Glauben bekennen, sind die großen Nachbarn Türkei, Iran und Aserbaidschan muslimisch geprägt, was die seit Jahren schwelende Konfliktsituation zeigt und in den aktuell bewaffneten Auseinandersetzungen mit offenbar anderer Qualität der vergangenen Jahre leider bestätigt wird."
Die Republik Bergkarabach pflege seit ihrer Proklamation 1991 eine konsequent ausgewogene Politik zur Erhaltung des Friedens und der Stabilität im Südkaukasus. "Dabei steht der Wunsch, die Schwierigkeiten und Konflikte der Region auf friedliche Weise zu lösen an allererster Stelle. Wir hoffen, dass dies gelingen wird", betont der Bergsträßer Landrat. kbw

Am 7. April traf der Verteidigungsminister, Generalleutnant Lewon Mnatsakanjan im Stab der Verteidigungsarmee der Berg-Karabach Republik mit den Ko-Vorsitzenden der Minsker OSZE-Gruppe Igor Popov (Russland), Pierre Andrieu (Frankreich), James Warlick (USA) zusammen. Am Treffen nahm auch der Persönliche Beauftragte des amtierenden OSZE Vorsitzenden, Ambassador Andrzej Kasprzyk teil.

Im Laufe des Treffens berichtete der Verteidigungsminister der Berg-Karabach Republik über die letzten Entwicklungen an der Kontaktlinie zwischen den Streitkräften der Berg-Karabach Republik und Aserbaidschan, legte die unwiderlegbaren Beweise der aserbaidschanischen militärischen Aggression vor, insbesondere die gegen die Zivilbevölkerung betreffenden unmenschlichen Handlungen.

Die Ko-Vorsitzenden der Minsker OSZE-Gruppe ihrerseits wieder bestätigten die Notwendigkeit der durch friedliche Verhandlungen auf die Beilegung des Konflikts gerichteten Schritte. Sie besprachen die Aussichten für weitere Prozesse, die in dieser Richtung umgesetzt werden.

Die Aussage des Verteidigungsministers Aserbaidschans im Laufe des Treffens mit den Ko-Vorsitzenden der Minsker OSZE-Gruppe darüber, dass «Im Unterschied zum Gegner, kämpfen wir nicht gegen die Frauen und Kinder» ist Gipfel des Zynismus, insbesondere vor dem Hintergrund der veröffentlichten Fotos, wo die Einwohner des Dorfes Talisch der Martakert Region der Berg-Karabach Republik Walera und Rasmella Chalapjan dargestellt sind, die barbarisch erschossen und deren Ohren in wilder Raserei von den Soldaten der von «Humanist» Hassanow geleitete «mächtige» aserbaidschanische Armee geschnitten wurden.

Indem wir das alles in Betracht nehmen, wollen wir den Ko-Vorsitzenden der Minsker OSZE-Gruppe bitten, auf Basis von Fakten zu beurteilen – wer eigentlich «gegen die Frauen und Kinder kämpft» und welche moralische Charakterzüge der ehemalige Polizeichef Zakir Hasanov hat, der heute sich für den Verteidigungsminister Aserbaidschans hält.

Treffen des Präsidenten der Berg-Karabach Republik mit den OSZE Ko-Vorsitzenden

On 7 April Artsakh Republic President Bako Sahakyan received OSCE Minsk Group Co-Chairs Igor Popov (Russian Federation), Pierre Andrieu (France), James Warlick (USA), personal representative of the OSCE chairman-in-office, Ambassador Andrzej Kasprzyk.
The meeting addressed issues related to the large-scale military operations launched Azerbaijan against the Artsakh Republic. 
President Sahakyan called the treacherous aggression of Azerbaijani as one of the greatest perils to stability and peace in the South Caucasus and the neighboring regions, qualifying it a serious challenge to the civilized world too. 

Bako Sahakyan underlined that the Artsakh Defense Army averted and would always rebuff any encroachment on our republic's independence, sovereignty and security, adding that he expected from OSCE Minsk Group tough and targeted response and steps towards the destructive policy of Azerbaijan.

An Ambulance vehicle was shelled and destroyed by the Azerbaijani side on April 6 in Nagorno Karabakh. Press Secretary of the President of Nagorno Karabakh Davit Babayan informed “Armenpress”. 
"This once again testifies to the fact that in the face of Azerbaijan, we are dealing with a terrorist state. According to the Geneva Convention Ambulance cannot be targeted. NAGORNO-KARABAKH REPUBLIK`S NATIONAL ASSEMBLY FACTIONS JOINT STATEMENT

In the morning of April 2, Azerbaijan started a large-scale attack on the NKR-Azerbaijan borderline, violating the May 1994 Trilateral Agreement on Ceasefire.
The inadequate attitude of the international organizations towards the actions of the official Baku on systematic ceasefire violations has resulted in an unprecedented expansion of the aggressive actions of the Azerbaijani side. As a result, numerous prohibited weapons were used, artillery and rocket bombardment of a number of border villages and towns, cases of massacres and inhuman acts of violence were reported.
We, the deputies of all factions of the NKR National Assembly, as elected representatives of the people, condemning the new aggression against the peaceful population of Artsakh, provoked by Azerbaijan;
- confirm, that as a result of terrorist actions of Azerbaijan in the last few days, under the threat, a top priority for the Republic of Artsakh, as a supporter of peaceful settlement of the Karabakh conflict, has been and remains the security of its people;
-  believe, that having initiated a new phase of military operations against the people of Artsakh, Azerbaijan and the sponsoring forces are trying to turn South Caucasus into a new hotbed of international terrorism, thus posing serious threat to the regional security;
- highly appreciate the confident and determined action of the NKR Defense Army for the security of the country and the people;
- urge the international organizations , and above all, the co-chairmanship of the OSCE Minsk Group, which has the only recognized the mandate of the resolution of the Karabakh problem, give a clear legal and political assessment of the terrorist act against the Nagorno Karabakh Republic in the last few days, and to take concrete steps to curb the aggression of Azerbaijan.
The shortest and only sensible way to resolve the current situation is to internationally recognize the Nagorno Karabakh Republic. This will ensure the safety of its people and the stability of the region with full and internationally recognized guarantees.

Video: Aserbaidschanische Soldaten enthaupten êzîdîschen Soldaten _ ISIS fighting on Azeri side - im aserbaidschanisch-karabachischen Konflikt

Karabach. In einem schockierenden Video haben aserbaidschanische Soldaten einen êzîdîsch-armenischen Soldaten enthauptet. Das Video, das auf mehreren sozialen Netzwerken verbreitet wurde, zeigt wie das Haupt des 20-jährigen Êzîde Karam Sloyan von aserbaidschanischen Soldaten und womöglich Zivilisten umgeben ist und in die Kamera gehalten wird. Nicht klar ist jedoch, ob die Enthauptung postmortem geschah. Später tauchten weitere Videos der Enthauptung auf.
Aserbaidschanische Soldaten posieren anschließend mit dem Haupt Sloyans und verbreiten diese Bilder ebenfalls auf sozialen Netzwerken. Auf den Bildern ist Sloyan eindeutig zu identifizieren. Eine pro-aserbaidschanische Seite auf VKontakte, ein weit verbreitetes soziales Netzwerk im Osten, zeigte Bilder auf denen Soldaten zu sehen sind, die mit dem Haupt Sloyans für die Kamera posieren. Wenig später wurde der Beitrag gelöscht.
Sloyan kam in der Nacht vom 1. auf den 2. April während Angriffen der aserbaidschanischen Truppen in Berg-Karabach ums Leben. Das armenische Verteidigungsministerium hat sich bisher nicht zu dem Fall geäußert.

Statement of Ambassador Kirakossian at the Special Meeting of the OSCE Permanent Council on the escalation of situation in the Nagorno-Karabakh conflict-zone

Mr. Chairman,
First we would like to thank the OSCE Chairperson of the Permanent Council for convening the special session. We are also grateful to the OSCE Minsk Group Co-Chairs and the Personal Representative of the Chairperson in Office for appearing in the Permanent Council on the issue which requires urgent attention of the OSCE and its participating states.
Before I will go directly to the current situation on the Line of Contact between Nagorno-Karabakh and Azerbaijan, I would like to thank for the words of sympathy addressed to the families of victims of the ongoing escalation in the region.
We are convinced that this escalation is meaningless and the peoples of the region will not benefit from the large-scale military confrontation.
The large scale military actions began at the night of April 1 to April 2. Azerbaijani armed forces unleashed large scale offensive along the line of contact. The use of force on which Azerbaijan was making constant threats took place.
The defense installations of the Nagorno-Karabakh Defense Army, civilian infrastructure, settlements came under heavy bombardment by artillery, tanks, armored vehicles, multiple rocket launchers, and air force, along the Line of Contact and deep inside the territory of Nagorno-Karabakh. The units of the Azerbaijani army intruded Nagorno-Karabakh in several directions. The use of deadly offensive weapons included 122 mm caliber multiple launch rocket system "Grad", heavy multiple rocket launcher “Smerch”, heavy flamethrower system TOS-1, 152 mm caliber howitzers and various-caliber mortars.
The first and decisive strike on which Azerbaijani armed forces counted for successful commencement of their military action was effectively resisted by the NK Defence Army. Azerbaijan lost significant amount of tanks, armored vehicles, number of combat, attack and other types of drones, 2 attack helicopters, as well as hundreds of troops. These figures are constantly updating but it is certain that Azerbaijan already paid a heavy price for its military adventurism and misleading reports on putative military gains will not be able to mitigate it.
The NK Defence army endured casualties as well. So far 20 servicemen were killed, 72 wounded. The fate of 26 persons is unknown. There are number of civilian casualties: youngest of which is 12 years old boy and eldest is 92 years old woman.
We are not surprised that Azerbaijan tries to cover up its large scale military offensive by putting forward false allegations on ceasefire violations emanating from the NK side.
After all, history does not know any aggressor who will not blame the other side for unleashing its military campaign. It is obvious that neither Armenia, nor Nagorno-Karabakh have any reason, necessity, purpose to escalate the situation. Whereas, there are multiple reasons for Azerbaijan to do that, to name only a few: to divert the international attention from the criticism of its dire human rights situation, to avoid public anger in Azerbaijan related to the huge inflation and socio-economic problems due to the drastic cut in oil prices, to derail the Nagorno-Karabakh peace process trying to gain some advantages through the blackmail– negotiate with guns.
However, even in the Azerbaijani version there is an implicit recognition that the current military escalation is a result of their deliberate actions. Here, first of all I mean the references of Azerbaijani side which has been also circulated by the Azerbaijani delegation here in the OSCE on so called “liberation” of settlements and strategic positions. Azerbaijani side went even further by declaring that its forces are building new defense lines and consolidating their gains.
The attempt to conquer the territory and military positions differentiate these ceasefire violations from the previous ones. Another important feature of this escalation that makes it unprecedented is systematic and deliberate targeting of the civilian objects and population with an apparent attempt to terrorize people of Nagorno-Karabakh. Otherwise, it is difficult to understand why Azerbaijani armed forces would bombard schools and kill and injure schoolchildren or why Azerbaijani special forces would torture, kill and mutilate three elderly persons in the NK borderline village Talish, one of them 92 years old woman. The appalling photos of these heinous crimes appeared in the media. These atrocities recalled the memories of massacres committed at the wake of the conflict, when hundreds of Armenians were killed and mutilated in Sumgait, Baku, Kirovabad and elsewhere in Azerbaijan. Not much has been changed in Azerbaijan since then, except that Azerbaijani armed forces learnt ISIL style executions and taking pictures with chopped heads, which was put forward online to boost military spirit.
The deliberate shelling of border line settlements particularly Martakert town of Nagorno-Karabakh by heavy artillery and multiple rocket systems is not even hidden by Azerbaijani side who made a threat to bombard even the NK capital city Stepanakert.
These actions cannot be justified by military necessity and some of them constitute war crimes. It is clear what will happen to the inhabitants of NK if Azerbaijani troops would be able to capture them. Therefore, the necessity of the implementation of the right to self-determination of the people of Nagorno-Karabakh cannot be put under doubt since the very existence of people is at stake. Under these circumstances the Republic of Armenia as a party to the trilateral ceasefire agreement of 1994 will take necessary actions. People of Nagorno-Karabakh have the right to self-defence and Armenia as a guarantor of their physical security will stand by them. The President of Armenia instructed the Ministry of Foreign Affairs of Armenia to prepare the draft treaty on the mutual military assistance to be signed by the Republic of Armenia and Nagorno-Karabakh Republic.
Armenia appreciates the unequivocal condemnation of ceasefire violations pronounced by various representatives of international community. However, non-specified and generic condemnation will not be sufficient to restrain the party who unleashed this large scale military offensive. Therefore it is essential to identify and hold accountable Azerbaijan who undermines the ceasefire and thus regional peace and security.
My delegation constantly raised the issue of ceasefire violations by Azerbaijan at the level of the Permanent Council since 2014. On numerous occasions Armenia agreed with the proposals of the OSCE Minsk Group Co-Chairs to establish investigative mechanism into possible ceasefire violations while Azerbaijan rejected all proposals of international mediators on confidence building measures aimed at the consolidation of ceasefire. Armenia called on strengthening the capacities of the Office of the Personal Representative of the OSCE Chairman-in-Office whose field officers monitor ceasefire regime, while Azerbaijan attempted to limit their permanent presence in the conflict zone. The reason why is more than evident today. Hence all efforts of Azerbaijan were aimed at limiting the international presence and preparing conducive conditions for its new military aggression against the people of Nagorno-Karabakh.
In line with its policy of preparation to major hostilities, Azerbaijan dismissed all proposals for political settlement of the Nagorno-Karabakh conflict put forward by the international mediators-the OSCE Minsk Group Co-Chairs and their respective countries. At the highest level Azerbaijan mocked the peace process and its agreed format and finally earlier this year Azerbaijan refused to meet with the OSCE Minsk Group Co-Chairs.
Along this policy of undermining the peace process and disregarding the calls of various representatives of international community to uphold its commitment to peaceful resolution of the conflict, Azerbaijan tried to get support of Turkey known for its hostile attitude towards Armenians. The provocative rhetoric of Turkish high level authorities before and after the recent escalation along with consistent support provided to the Azerbaijan armed forces are nothing less than open encouragement to commit new crimes against the Armenian people. Armenia has constantly raised the threats that kinship solidarity approaches pose to the indivisible and universal security in the OSCE area and this recent events more than validated our concerns.
Yesterday the President of Armenia in an address delivered at the meeting with the Ambassadors of the OSCE participating states accredited to Yerevan clearly communicated the position of Armenia on overcoming the current escalation.
First, the adherence to the 1994 trilateral ceasefire agreement signed between Azerbaijan, Armenia and Nagorno-Karabakh should be enforced, the military actions should be halted and the troops should return to the positions and installations which they held on April 1.
Second, investigation mechanism into the ceasefire violations should be urgently established. The capacities and activities of the PRCiO should be significantly strengthened and extended to include additional field officers to monitor the ceasefire.
The Nagorno-Karabakh authorities are signatory of 1994 ceasefire agreement and the direct contacts should be re-established with them by all parties to the conflict.
No any arrangement will be supported by the Armenian side, which will try to create conditions for continued and incremental ceasefire violations, something that Azerbaijan tried to achieve by proclaiming a deceptive unilateral ceasefire. We and international community cannot count on good will of the country which has unleashed this attack. Our point of reference cannot be a good faith of Azerbaijan which had never existed, but international obligations of 1994 ceasefire verified and supervised by the relevant OSCE actors.

Israeli-made kamikaze drone spotted in Nagorno-Karabakh conflict

Video of what appears to be an Israeli-made suicide drone flying over the disputed area of Nagorno-Karabakh, where Azerbaijan and Armenia have clashed in recent days, surfaced Tuesday, in what could be one of the first instances of such a weapon being used in combat.
The drone, based on its distinct wing shape and nose, looks like an Israeli Aerospace Industries Harop loitering munition. Unlike, for instance, a Predator drone armed with a Hellfire missile, the Harop itself is the munition and destroys a target by ramming into it.
According to the manufacturer’s website, the Harop can be remotely piloted or it can find targets autonomously based on radar or radio wave emissions. These two targeting methods are ideal for attacking enemy air defenses, as the smaller drone can evade weapons and detection systems designed to target much larger aircraft. The Harop is the second iteration of the Harpy drone. Unlike the Harop, the Harpy cannot be remotely piloted and it is autonomous after it is launched.
In this instance, the Harop apparently targeted a bus full of “Armenian volunteers,” killing seven, Artsrun Hovhannisyan, a spokesman for Armenia’s Defense Ministry, said in an interview with Ria Novosti, a Russian state-run media agency. Hovhannisyan also posted about the Harop on his Facebook page, according to local media reports, indicating that it was piloted by Azerbaijani forces.
The Harop sighting came during heavy fighting across the line of contact separating the autonomous region of Nagorno-Karabakh and Azerbaijan. In 1991, a conflict between Armenia and Azerbaijan broke out over the disputed territory. It resulted in the establishment of Nagorno-Karabakh as a quasi-independent Armenian enclave within Azerbaijan’s borders after a ceasefire was declared in 1994.
It is unclear how many countries use the Harop, although reports indicate that the drone has been sold to India and Azerbaijan. In a newsrelease in June, Israeli Aerospace Industries said that “hundreds of [Harop] systems have been sold to different customers” and that the drone had “considerable sales potential.”

In recent months, Israeli surveillance drones have been spotted in Ukraine and Syria.

Von Syrien nach Berg-Karabach: Aserbaidschanische IS-Kämpfer verlassen Rakka

Die aserbaidschanische Einheit der Terrormiliz Daesh (auch Islamischer Staat, IS) mit 50 bis 70 Kämpfern hat die syrische Stadt Rakka verlassen, um an den Kampfhandlungen in Berg-Karabach teilzunehmen, wie LifeNews unter Berufung auf eine militärische Quelle berichtet. Die Kämpfer seien über die Türkei nach Aserbaidschan zurückgekehrt.
Daraufhin soll „in der Verwaltungshauptstadt der Terroristen“ in Syrien ein großer Skandal ausgebrochen sein, denn die IS-Kämpfer reagieren auf jegliche Eigenmächtigkeit sehr empfindlich, vor allem vor dem Hintergrund der jüngsten Erfolge der syrischen Armee.
Dem Portal zufolge ist das nicht das erste Mal, dass IS-Kämpfern aus Aserbaidschan Verrat vorgeworfen wird. Im Januar 2015 richteten Terroristen den Feldkommandeur Siraj Azeri hin, der unter Spionageverdacht stand.

Seit Beginn des Syrien-Konflikts kamen örtlichen Medien zufolge insgesamt 100 Staatsbürger Aserbaidschans ums Leben. In Wirklichkeit kann diese Zahl noch höher sein.
Die Gefechte zwischen Armeniern und Aserbaidschanern waren am Samstag eskaliert. Bei den Kämpfen, den schwersten seit 1994, soll es bisher Dutzende Todesopfer gegeben haben. Beide Seiten machen sich gegenseitig für die Eskalation verantwortlich. Russlands Präsident Wladimir Putin hat ein sofortiges Ende der Gefechte gefordert.

Azerbaijan has always exacerbated the situation, Nagorno Karabakh Republic (NKR/Artsakh) Minister of Foreign Affairs Karen Mirzoyan told Sky News Arabia.
In response to the query on why the situation at the Karabakh conflict zone has aggravated after more than twenty years, Mirzoyan specifically noted:
“I disagree with the observation that the ceasefire regime, which was signed in 1994, was not violated here for twenty years. Azerbaijan has always made the situation worse, especially during the last years—since 2014—, it resorted to various provocations.
“Armenia, Nagorno-Karabakh, and the international community made calls upon Azerbaijan that it put an end to the tension, but these calls did not reach the Azerbaijani side.
“And in April this year, Azerbaijan resorted to large-scale [military] actions at the Karabakh-Azerbaijan Line of Contact, also using heavy military equipment and firing missiles at not only the [Karabakh Armenian] armed forces, but also the civilians.” 
The NKR FM added that including Nagorno-Karabakh in the negotiation process is a key issue.
The situation at the Nagorno-Karabakh conflict zone dramatically escalated in the early morning hours on April 2. From regular shootings and frequent sabotage-reconnaissance attempts, Azerbaijan switched to large-scale attacks all along the Karabakh-Azerbaijan Line of Contact, using a variety of weaponry as well as artillery, armored vehicles, and air force. Both sides have suffered casualties.
On Tuesday at noon, however, the parties agreed to cease fire along the Line of Contact of between the Karabakh-Azerbaijani armed forces. Even though there are no direct battles since then, Azerbaijan continues to fire shots on a regular basis.

اخبار موثقی از روستاهای مرزی جمهوری قراباغ و آذربایجان دریافت کرده ایم که نزاع هایی ما بین این نیروهای اجاره ای و مردم روستاهای آذربایجانی در گرفته است.که علت آن فرار این روستائیان از خانه های خود و ممانعت این نیروها می باشد.

البته تحقیقات دقیق در این زمینه ادامه دارد اما آنچه موثق است و قبلا نیز اثبات شده حضور سربازان اجاره ای در ارتش آذربایجان بوده است.در سال های 1988-1994 هنگامی که جنگ قراباغ ادامه داشت هزاران سرباز اجاره ای از کشورهای چچن،پاکستان،افغانستان و ترکیه در ارتش آذربایجان حضور داشتند.حتی مقطعی نیز نیروهای زخمی القائده در خاک آذربایجان مداوا می شدند.
